About the Humanitarian Department
The Humanitarian Affairs Department of the Ministry of Resettlement and Humanitarian Affairs (MORHA) is dedicated to providing timely, coordinated, and effective humanitarian assistance to IDPs, refugees, asylum seekers, and returnees in Somaliland. It leads efforts in preparedness, response, and recovery to save lives, reduce suffering, and uphold human dignity during crises caused by conflict, climate shocks, and disasters.

Functions of the Humanitarian Department
The Key functions of the Department are:
- Be at the forefront of coordinating emergency preparedness and response at national levels.
- Drafting national policies on humanitarian assistance and developing contingency plans, and SOPs for humanitarian assistance.
- Key contact for UN bodies, national and local government, local NGOs, funding agencies, and other partners.
- Preparedness and response, preparing monitoring needs, emergencies, and disasters, and planning interventions in emergencies, disasters, and humanitarian crises.
- Primary concentration for humanitarian data collection, analysis, and dissemination.
- Fund raising and resource Allocation to organize strategic partnership with financial and technical donors for innovative development initiatives.
- Evaluating and Monitoring Development Projects and harmonize M&E tools of all humanitarian sectors procedures and their continuous development.
- Conduct rapid needs assessments to determine humanitarian needs among IDPs, refugees, returnees, and host communities.
- Strengthen inter-agency coordination mechanisms in order to avoid duplication and ensure proper utilization of resources.
- Enhance community resilience by empowering local structures, promoting disaster preparedness, and supporting sustainable development initiatives.
- Develop and implement contingency plans, preparedness strategies, and emergency response framework systems.
- Advocate for adequate humanitarian funding as well as partner and government policy support.
